You find the Overclocked Power Regulator in a wreck in the Deep Desert region of Dune Awakening. Head over to the Western/Eastern Shield Wall region of the game, and push all the way north till you find a blue barrier. Cross this barrier, and the game will take you to the World Map. Navigate the World Map and set the Deep Desert as your Destination.
Once you’re in this endgame region, use your Ornithopter to fly towards the center. On your way, you’ll see smoke emanating into the sky. Approach the smoke, and you’ll see that it’s coming out of a wreck. Walk up to the wreck and climb it from the side. You’ll find a hatch up top. Use your Cutteray to cut it open, and you’ll find the Overclocked Power Regulator inside.
