To get the Thunderpalm Strikers in Baldur’s Gate 3 you will need to reach the Rivington area in early Act 3, and then find the merchant Bumpnagel hidden away in Angleiron’s Cellar. Moreover, you can get these gloves early on in Act 3 because Rivington is the first area you visit. However, the entrance to Angleiron’s Cellar is hidden, so it’s easy to skip this merchant entirely.
To find Bumpnagel, head north from the Rivington waypoint or south from the Wyrm’s Crossing waypoint. Near the Sword Coast Couriers establishment walk down the path that runs north along the side of it. Keep your eye out for another path off of it that turns north. There will be a rocky area and some ledges that you can climb or jump down. Once you’re down a few ledges, look around and you should find a pretty obvious crack in the rock face. This is the cave entrance to Angleiron’s Cellar.

Inside you will find the Ironhand Gnomes, including Barcus Wroot if you’ve saved him previously. The Gnome you’re interested in, however, is Bumpnagel. After you climb up the Cragged Rock just inside the safe entrance, walk forward into where the Gnomes are living. Bumpnagel will be just inside on the right, marked by a trader’s icon on the map.
