This likely means that a number of people have found one ring but not the other. But if you’re willing to seek them both out, they might come in handy later.
Fond Caress is a bonus that provides the wearer an active Warding Bond when they and another party member are wearing the matching rings. Warding Bond is a Level 2 Abjuration spell, which wards an ally. They gain Resistance to all damage, and a +1 bonus to their Armour Class and Saving throws. Each time the target takes damage, the spellcaster takes the same amount of damage.

How to Get True Love’s Caress in BG3? Explained
To find True Love’s Caress you’ll need to progress through the game to Act 2, and find the skeleton holding it in the Shadow-Cursed Lands northwest of the Mason’s Guild. The Mason’s Guild can be found to the southwest of the Last Light Inn. You’ll have to make your way south from the Inn and then cross over a bridge west in order to find the Guild.
Northwest of the Guild you’ll find a cemetery with scattered tombstones you can read. Among them you’ll find a lonesome skeleton, who is holding the True Love’s Caress ring.
The second, matching ring is called True Love’s Embrace. It can be found not too far away on a skeleton in the House of Healing. The House of Healing can be found directly west of the Mason’s Guild. As you enter from the main front doors, turn to the left. You’ll find an infirmary space with a few ‘patients’ and several empty beds. Walk down towards the end of the row, and on the left you’ll find a skeleton that rests upon a mattress on the floor. It will be holding True Love’s Embrace.
How to Use True Love’s Caress in BG3?
The best and only way to use True Love’s Caress in BG3 is by finding the second ring True Love’s Embrace and equipping one each to two active party members. Only the party member with True Love’s Embrace can cast the Warding Bond spell. Furthermore, it can only be cast on the party member wearing the True Love’s Caress ring.
Therefore, True Love’s Caress could be worn by either a front line melee damage dealer, or by a more vulnerable spellcasting Wizard or Sorcerer who needs the extra AC. True Love’s Embrace should ideally be worn by a support Cleric since they will need to have good HP and defenses in order to share damage with their partner.
