This issue arises from the conflict between some controllers, especially Xbox Series and third-party gamepads, and Steam’s own overlay.
Essentially, Steam Input emulates the inputs of an Xbox controller, regardless of whichever gamepad you’re using. This helps a ton if you’re playing with something like the DualSense, DualShock 4, or a Switch Pro controller.
