Keep in mind that you cannot earn both of these skills for Neve in a single playthrough. If you want to test out each skill, then you will need to make separate save files. Additionally, with this choice, you will also unlock a legendary armor for Neve. Each armor has a unique design that reflects the choice you made. Moreover, the traits on each armor are different and can affect your Neve build.
Finally, the choice you will be making for Neve is whether she will be an inspiring hero or a shadowy protector of Dock Town. The moment you help Neve make this choice will occur during the final confrontation with Aelia. The Cold Justice passive will increase the maximum number of Chilled stacks Neve can inflict by +1. Additionally, a second trait will increase the effectiveness of her Chilled status by 2%. Moreover, the significant power from this passive comes in the boost of her Frozen duration by 100%.
Therefore, this would be a potentially great passive to have if you are primarily using Neve as your crowd-control mage. Her elemental abilities such as Icebreaker and Blizzard deal Cold damage and can slow or stop your enemies.
Neve Inspiring Hero Legendary Armor

- Detonations permanently reduce enemies’ Cold Resistance.

The Investigator’s Robes legendary armor has bonuses that modify detonations and reduce enemy Cold Resistance. The first trait changes detonations so that they will permanently reduce enemies’ Cold Resistance. The second trait builds on that so that detonations apply the Frozen statues effect if the target’s Cold Resistance is below 0%.
Therefore, this set of armor is likely best to combine with Neve’s Icebreaker ability, which hits with Cold damage and detonates Sundered. On more powerful enemies, it may take more than one detonation to get your target’s Cold Resistance below 0%. However, this would be an incredibly affect combination whenever you are facing an enemy with a weakness to cold.
Neve Shadowy Protector Veilguard Skill

- Name: Winter’s Wrath
- Description: Neve’s Critical damage increases by 50%. Neve’s damaging Abilities deal bonus 25% vs Low Health, and their cooldown duration is reduced by 20%.
If you choose the shadowy protector role for Neve, then you will unlock the Winter’s Wrath Veilguard skill. Although you will make this crucial choice during the fight with Aelia, it won’t unlock until you speak with Neve at the Lighthouse afterward. Then, the center skill will unlock without you having to spend a skill point.
The Winter’s Wrath passive will increase Neve’s Critical damage by 50%. Next, a second trait will increase the damage from any of her abilities against low-health enemies by 25%. Moreover, their cooldown duration is reduced by 20%.
The decrease in cooldown duration is a fantastic perk, but keep in mind that according to the tooltip, this bonus should only apply to ‘damaging Abilities.’ Consequently, this will likely not have any effect on her powerful Time Slow skill or her Replenish healing ability.

However, they cannot be detonated again. The second trait is an overall boost to Neve’s detonations, with Sundered effectiveness increasing by 20%.
In Dragon Age: The Veilguard, with the Sundered condition a target receives increased damage from all sources. With a trait like this that inflicts a target with a permanent Sundered condition, that means that all of your party members will deal increased damage. This could be very strong against bosses and other high-level, single-target enemies.
