To get the details about the Paranoia quest, fast-travel to Skingrad and locate an elf named Glarthir. Once you find him, interact with him, and he will instruct you to meet him behind the Great Chapel of Julianos at midnight.

Next, reach the designated location before midnight, and you will find Glarthir waiting. Upon interacting, he will explain that he suspects an ongoing conspiracy in Skingrad and task you to observe a few individuals. He will start by informing about the first suspect, Bernadette Peneles.

Glarthir asks you to watch near his home in the early morning hours around 6 AM to observe Bernadette’s activities. Now, all you need to do is wait outside Glarthir’s House and monitor her routine. However, there would not be any suspicious activity from her. You would not find any malicious activity even if you followed her all day.

Return to the same meeting point behind the Chapel at midnight. Now, you can tell Glarthir that Bernadette is innocent and earns the gold. Additionally, you can lie and still get the gold.

Finding Toutious Sextius

For the next target, Toutious Sextius, head to the east gate of the town and observe his activities. However, there is no need to follow him all day, as he is not engaged in any conspiracy. Like before, return to Glarthir near midnight and choose to either tell the truth or lie. Either choice will earn you a reward.

Finding David Surilie

The final target is David Surilie, who lives near Glarthir’s house. You can follow him to the vineyards where he works, and once again, you will not find anything suspicious. However, this time the decision about informing the truth or lying to Glarthir is complex. What you choose will affect the outcome of the quest.

If you decide to tell Glarthir the truth about all the suspects, he will start attacking you. Therefore, you are left with no choice but to kill him. Doing so will not earn you any rewards.

However, if you lie about any suspects, Glarthir will write their name on a note, convinced they are part of the conspiracy. He will then ask you to help eliminate them. However, if you side with him, he will reward you with 1000 gold for killing the conspirators. Also, if you refuse, he will kill the suspects himself.

Alternatively, if you believe that the innocent suspects should not be killed, you can take Glarthir’s list to the guards. They will track him down to eliminate him, but you will forfeit the 1000 gold reward.

However, it is recommended that you should turn in and kill any of the three suspects. It will further help you join the Dark Brotherhood Guild.
