Some Rock-type Pokemon are extremely strong in Pokemon Legends Z-A, while others can be middling in comparison. Therefore, a tier list is needed, which will help you make an informed decision on which Pokemon works best for your team.

Disclaimer: Pre-evolved Pokemon will be considered in the same tier as their post-evolution forms. This is because you will eventually be using their evolved forms. The exception to this would be branching evolution paths, which will be classified separately. Moreover, this will also take their Mega Evolutions into account.

Below will be the tier list sorting all the Rock Pokemon in the game, ranging from S to C.

TierPokemon
S TierBarbaracle, Aerodactyl, Tyranitar, Diancie*
A TierTyrantrum, Aggron**
B TierAurorus
C TierCarbink, Onix

*You cannot use Diancie in ranked battles at the moment. However, this is the expected rank once you are allowed to use it.
**Mega Aggron cannot be taken into account for Aggron’s placement. This is because Aggron loses the Rock typing upon Mega Evolution and becomes a pure Steel-type.

Barbaracle500 BST (Base Stat Total). Decent stats in its base form, which only improve upon Mega Evolution. Gains a high amount of Attack and Defense, with no lack of Special Defense as well. Also has access to a large variety of moves.
Aerodactyl515 BST. Similar to Barbaracle, in the sense that it has high Attack to hit hard, while not lacking in defensive stats as well. No clear flaw aside from its somewhat weak dual typing.
Tyranitar600 BST. Monstrously high stats post Mega Evolution. It has high bulk and offensive power to match. Both of these combined let Tyranitar stay in the battle, while making sure its attacks are felt.
Diancie600 BST. Similar to Tyranitar, Diancie is also a stat powerhouse. Its only lacking stat is its HP, which is covered due to its high Defense and Special Defense. It also has its signature move, Diamond Storm, which deals great damage while buffing its Defense further.

A Tier

PokemonReasoning
Tyrantrum521 BST. Decent stat distribution, with high Attack and HP. However, it has a lower-than-average Special Defense stat. However, it lands in A tier due to its high offensive power, combined with its varied moveset.
Aggron530 BST. Aggron has extremely high Defense, with relatively high Attack as well. However, similar to Tyrantrum, it has a lack of Special Defense. Many Pokemon can easily exploit this. On top of this, its Mega Evolution cannot be counted in this tier list, as it becomes a pure Steel-type upon doing so.

B Tier

PokemonReasoning
Aurorus521 BST. Aurorus has the same stat total as Tyrantrum; however, it is significantly worse due to the way it is distributed. It has high health, with almost no offensive stat standing out. Unfortunately, this places it in the B tier.

C Tier

PokemonReasoning
Onix385 BST. The only good stat for Onix is its Defense. Everything else is extremely sub-par. Its evolution, Steelix, loses the Rock typing, making it ineligible for this list.
Carbink500 BST. On paper, the stats sound high until their distribution is closely analyzed. Similar to Onix, it does not have any offensive stats. Instead, all the stats are pumped into Defense and Special Defense. Not recommended for competitive use.

That was the complete Rock-type tier list for Pokemon Legends Z-A with the best Rock Pokemon in the game.
