In REPO, you do not normally unlock or obtain the shotgun through traditional means. However, there are some requirements. You have to complete the first level of the game to unlock the Service Station. This station houses upgrade items like speed, more hp for one level, and weapons that appear on shelves at random. So, if you do not see the shotgun in your station, you have to complete another level for a re-roll.
Additionally, the shotgun is quite expensive in the game, costing around $80,000 to $98,000. So, you have to grind a bit along with paying the Taxman. But does this make the shotgun worth it among other weapons?
Is The Shotgun in REPO Worth the Effort?

The shotgun in REPO is expensive, but it also gets the job done. Most entities die from a shot or two if aimed properly at close range. It is probably one of the best guns to hunt down an entity. However, you have to be very careful as ammo is scarce, and the shotgun does deal damage to your friends as well. Replenishing your ammo every round also happens to be a small cut towards your savings but can be ignored in later levels or if you scavenge well.
Overall, the shotgun is almost worth its expensive price. So, if you buy it, you better use it to hunt down the old man with the better shotgun.
