To play basketball in Schedule 1, you first need to find a basketball court. The basketball court is on the northmost end of the map, right next to the Sweatshop and just past the arcade. Head over to the court and you will find a bunch of basketballs lying around on the floor.
Look at the basketball and hold the Interact key to pick it up. The ball will then be in your hand, and you can dribble it by dragging your cursor and pointing it towards the floor. To take aim and shoot, you have to aim the cursor up and towards the hoop and launch the ball. The ball has a low trajectory, so make sure to aim much higher to score.
