As you make your way to the Blightweaver boss arena, you will first pass through the Mercury Workshop. It is the entry point for a network of underground tunnels that will lead you to new areas. To find the Lashing Whip, you can start from the shrine and follow the path to the spiral structure leading to the center of the area.

You will know that you are close once you spot enemies armed with guns. The spear can be spotted behind one of the imps. Take out the enemies and grab the spear, then continue the main quest.
