You get the Axe by purchasing it from the Armory for 32 Coins. There is no other way to obtain this item. Although the Axe is costly, it is a worthy investment due to its game-changing effect.
With that said, the Armory’s inventory is random and changes every run, so it may take you a few runs before you can purchase it. Furthermore, simply accessing the Armory, too, is a fair bit complicated. The room does not show up in your drafting pool by default. To reach the Armory, you need to complete the chess puzzle at the Underground Precipice and choose the power of Knight. This power provides the Mantle of the Knight effect, which adds the Armory to your draft pool.
