How Does Landsraad Decree Voting Work in Dune Awakening?

Just before the release, the developers announced this feature, which has the potential to change the entire meta of the game. There are around 25 lesser houses in Dune Awakening. At the end of each week, these lesser houses will choose the Great House of their choice.
