You can buy the Evasive Shoes from Mattis in Rivington (X: 57 Y: -126) during Act 3.
Players can meet Mattis the first time in Emerald Grove in Act 1, then again in Act 2 in Last Light Inn, but this unique NPC vendor will have the Evasive Shoes to sell only in Act 3, so you must progress before you can obtain them.
