To get the Sword of Clutching Umbra, you must visit Dammon at the Last Light Inn during Act 2 of Baldur’s Gate 3. Likely you will remember meeting Dammon at the Druid’s Grove in Act 1. He is one of the many Tieflings who were seeking refuge there from the threatening goblins.
