Getting the Sword of Justice will be part of the quest line where you meet and recruit (or not) potential companion Karlach. You’ll need to travel to the Toll House in the north central part of the Act 1 map (despite its name, the building is pretty run down). Inside you’ll find a man named Anders standing behind a desk. Speak to him and he’ll tell you about a ‘devil’ that needs killing and ask for your help, promising a reward. If you agree, the quest ‘Hunt The Devil’ will begin. Head down the path directly to the south to find Karlach – if you can, have Wyll in your party for extra, story specific dialogue.
Now you make a choice: Either fulfill your Hunt The Devil obligation and kill Karlach, or, if you believe her story, recruit her.

Either way, return to the Toll House and speak with Anders. If you did as he asked and killed the ‘devil’, then he will reward you with the Sword of Justice. If you spared Karlach, he will know of this thanks to his spies and scouts. You’ll end up in a fight with him and the few others also in his group. After defeating them and killing Anders, you can loot the Sword of Justice from his body.
