First, it should be noted that not all Materia in the game can be upgraded. Some of the Summoning Materia you acquire at the start of the game cannot be upgraded. These include Chocobo and Moogle, Ifrit, Shiva, Leviathan, and Ramuh. Gilgamesh also cannot be upgraded, but he is acquired later on by completing a series of challenging battles.

The rest of the Summoning Materia can all be upgraded through the same method. For any Summoning Materia, you need to look for the corresponding “Divine Intel.” Each region will have a total of three shrines corresponding to a particular Summon.
