How To Unlock Specialists
As far as unlocking the Specialists go, the game does have them unlocked from the get-go, but access is locked while the tutorials are active. These tutorials block access to using Specialists so that new players are not overwhelmed by the various mechanics while settling into the game. To unlock Specialists in Civilization 7, either complete the entire set of tutorials or disable them. Once you are past the tutorials, you will be able to use the Specialists as intended.

How To Use Specialists
Using the Specialists is fairly simple but can be complicated for players starting to play Civilization 7. To use Specialists, you must grow your city as you normally would. With your city selected, click on the “Grow City” button on the bottom right corner of your screen. Doing so will pop up a new menu and the camera will zoom in on your city.
Since Specialists in Civilization 7 are a form of upgrade, they must be placed on existing tiles. Cycle through the tiles on your city and select the one you wish to upgrade. Click on the tile, and you’ll find the Specialist.
