But let’s cut through the nostalgia and fan theories. This article will be stacking up all 8 Hokage in Naruto based on raw strength, battlefield IQ, and sheer impact. Buckle up, as this ranking is about to shake the Hidden Leaf!

8) Shikamaru Nara

Shikamaru Nara, the newest Hokage in Naruto, is a tactical mastermind. But raw power is not his jam. His Shadow Possession Jutsu and IQ of 200 make him deadly in chess, not necessarily in a bijuu brawl. His shadow possession jutsu can immobilize enemies, but it has range limitations and drains chakra quickly. Unlike other Hokage, who boast immense destructive capabilities, Shikamaru shines in battlefield control and political maneuvering.

Still, in a direct confrontation with any other Hokage on this list, Shikamaru would need serious preparation time and the perfect terrain to stand a chance.

7) Tsunade

The legendary medical ninja and granddaughter of the First Hokage, Tsunade, is the Fifth Hokage in Naruto who packs a punch. Her Strength of a Hundred Seal turns her into a healing tank who can level mountains and her debt collectors. She revived Konoha post-Pain invasion and slug-summoned her way into history. What holds Tsunade back in this ranking is her combat versatility compared to the higher-ranked Hokage. While her strength is impressive, she lacks the wide array of offensive jutsu that others possess.

During the Pain invasion, we saw her limits when she exhausted her chakra protecting villagers rather than defeating enemies. Still, let’s not forget she survived being literally cut in half during the Fourth Great Ninja War! 

6) Hiruzen Sarutobi

The Professor, The God of Shinobi (the second to hold this title)—Hiruzen Sarutobi’s reputation in the series speaks volumes. The Third Hokage in Naruto, Hiruzen, mastered all five chakra natures and knew every Konoha jutsu. He even fought Orochimaru and Edo Tensei Hokage at 70! However, most of what we saw in the series was old-man Hiruzen, well past his prime. His final battle against Orochimaru showed glimpses of his potential, summoning the Monkey King Enma and using the Reaper Death Seal to partially seal his former student.

But that same fight revealed his diminished stamina and speed. He survived multiple wars and led the village through its darkest times. But rankings are based on what we’ve witnessed, not legends. Had we seen Prime Hiruzen, he might have ranked higher.

5) Kakashi Hatake

Copy Ninja Kakashi, the Sixth Hokage, lands in the middle of our ranking despite no longer possessing his Sharingan during most of his tenure. Kakashi puts some of the legends below him because of his adaptability and growth. By the time he became Hokage in Naruto‘s world, Kakashi had developed his own Purple Lightning technique to compensate for losing Obito’s eye.

Before losing the Sharingan, Kakashi possessed Kamui—arguably one of the most broken abilities in the series. The ability to phase through attacks and send objects to another dimension made him incredibly dangerous. Pre-retirement, he was a walking arsenal (Kamui, Raikiri, and 1,000 jutsu). Post-Sharingan, he’s still elite, just not Kage Summit-level.

4) Tobirama Senju

The Second Hokage in Naruto invented Edo Tensei, Shadow Clones, and the Chunin Exams. Tobirama’s Water Style jutsu could drown continents, and his Flying Raijin rivaled Minato’s. But his cold logic bit him, creating forbidden jutsu that backfired (look at Orochimaru). His water-style jutsu was also so powerful that he could create massive waves without a nearby water source. Combined with his sensor abilities that could detect enemies across vast distances, Tobirama was nearly impossible to ambush or outmaneuver.

Tobirama grew up in the Warring States Period, fighting Uchiha since childhood. He eventually died holding off the notorious Kinkaku Force alone so his team could escape, showing both his power and selflessness. Tobirama was a battlefield general, but he lacked the sheer Godlike chakra reserves and raw power of the top three Hokage.

3) Minato Namikaze

Minato, the Fourth Hokage in Naruto, was so fast he teleported before you finished reading this. Minato Namikaze perfected Tobirama’s Flying Thunder God Technique to such a degree that he single-handedly ended battles in the Third Great Ninja War.

Minato’s reflexes and jutsu execution speed remain unmatched in the series. He reacted to attacks at the literal speed of light during the Fourth Great Ninja War. His space-time barrier technique could redirect a Tailed Beast Bomb, and his sealing abilities were advanced enough to split the Nine-Tails’ chakra in half while dying. Had he lived longer, he might have become the strongest Hokage ever. But since we never saw him reach his full potential, he takes the No. 3 spot.

2) Hashirama Senju

Hashirama, the First Hokage in Naruto, had cells so OP they became a plot device. The God of Shinobi nearly tops our list of strongest Hokage—and for good reason. His Wood Style jutsu remains unmatched, capable of suppressing Tailed Beasts and creating entire forests in seconds. He even fought Madara and a Susanoo-clad Kurama simultaneously and defeated them.

His Truth-Seeking Orbs can negate nearly any jutsu and reshape into any weapon he needs. He created thousands of shadow clones during the Fourth Great Ninja War—each powerful enough to battle Madara’s wood clones.

Naruto’s Baryon Mode, though temporary, was powerful enough to outpace Isshiki Otsutsuki, a being far stronger than Kaguya. Naruto’s raw power, healing, and sheer grit make him unbeatable. Even after losing Kurama, his experience keeps him king. The boy who cried prankster became the Naruto GOAT.
