8) Shikamaru Nara

Shikamaru Nara, the newest Hokage in Naruto, is a tactical mastermind. But raw power is not his jam. His shadow possession jutsu can immobilize enemies, but it has range limitations and drains chakra quickly. Unlike other Hokage, who boast immense destructive capabilities, Shikamaru shines in battlefield control and political maneuvering.

Still, in a direct confrontation with any other Hokage on this list, Shikamaru would need serious preparation time and the perfect terrain to stand a chance.
