You’ll have to kill a player while they are wearing the said Dev Skin. So, you’ll probably need to be in a match with one of the developers. And if you manage to take the developer down, you’ll only unlock that skin for the faction the developer was playing. So, if they were playing Meridian, you will unlock the Dev Skin for your Meridian faction playthroughs only.

The developers of the game haven’t confirmed any timelines as to when they are in the game. Neither is there any confirmed usernames you can watch out for.
