This is one of the many Gestral Merchants you can cross paths with in the Continent, but Jujubree has set up shop within the Gestral Village. Clair Obscur Expedition 33 has no shortage of explorable areas, and you can find hidden items worth grabbing along the way.
The second way to get this item is to ascend the anchor at the Flying Waters area. Approach the anchor, and you can find handholds installed by previous expeditioners. Start off at Noco’s Hut and follow the path leading to the anchor.
