You have a few options to acquire this Picto since it is easily missed early in the story. After surviving Renoir’s assault, Gustave and Lune set out to carry out the mission by themselves until they discover Maelle is alive. The first way to acquire this item is at the Abandoned Camp Expedition Flag rest point by the cliffside of Spring Meadows

You can find another variant at the Sacred River being sold by the Gestral Merchant. Like most merchants, it will take more than your Chroma to convince them to trade. Select your strongest party member and beat them in a fight. Once the merchant concedes, you can buy a level 20 variant of the Burning Shots Picto for 43,391 Chroma.

Lastly, if you missed this item or plan to upgrade it, you can find an upgraded variant from the Grandis Merchant at Monoco’s Station. This merchant isn’t too keen to sell their higher-end gear, and you must do them a favor by retrieving a special item called the Eternal Ice. Once this merchant has the quest item, you can buy the Picto for 53,901 Chroma.
