Discover how to complete The Council Divided side mission in Borderlands 4, from locating boomsticks to detonating Ripper Ships.
The Council Divided is the third side mission given by Levaine and is unlocked after completing Enter the Electi Part 1 and Enter the Electi Part 2. Although you have helped the Electi a great deal already, rifts have begun to appear among the aristocrats. The Rippers have raided the city’s weapons stash and left it defenseless. Levaine calls upon your help once more to reclaim the weapons and keep the Electi from turning on each other.

Find Weapon Crates
After speaking with Levaine in the Leaders Chamber, Carcadia, head northwest to the Ripper camp. The crates are located on the second floor of a partially destroyed building in the southwest part of the search area. Shoot or melee the crates to open them.
Stop Ripper Ships
Get Boomsticks
You learn from the ECHO log that the weapons have been taken to the old dockyard. Head northeast until you reach the sea base by the ocean. Fight through the Rippers in the base to find three boomsticks within the search areas.
- The first set of boomsticks is located on the west end of the base, hidden in a junk pile at the base of a tower.
- Venture to the eastern side of the base and head up the short flight of stairs on the right. You’ll find another pile of junk on the left side, with the second set of boomsticks lying within it.
- Head back down the stairs and use your grappling hook on the point above. In this section of the base, you’ll see the third set of boomsticks near a junk pile to the left.

Attach Bombs
Locate the detonator further into the base, on the catwalk above. Use the rooftop ahead to jump up to the ladder hanging off the side and pick up the detonator at the top.
For the next objective, attach two bombs to each ship in any order. Summon your vehicle to drive over the water. Place the bombs on the marked spots on the front and back of each ship.
Reach Signal Booster
Head back to the Ripper camp, enter the elevator, and use the lever to ascend. On the top floor, turn right and interact with the antenna to boost the detonator’s signal.
Detonate the Bombs
Use the grappling hook on the point above and pull the lever on the console to detonate the bombs. Enjoy the view as your handiwork causes explosions across the ships, setting them ablaze.
Kill Meat Meat’s Crew
Jump down to the signal booster platform below and fight the enraged Ripper. Defeat the miniboss, Meat Meat, to complete the objective. Pick up the ECHO log he drops titled A Sweet Betrayal to complete The Council Divided. The next mission in this side story is A Traitor Within.
