How to Get Stay Frosty in Destiny 2
You obtain Stay Frosty by using the Gifts in Return consumables you receive from giving Dawning Cookies to various NPCs. Turn in those Gifts in Return for Festive Engrams or use them to focus the weapon at Eva Levante in the Tower. You need unlock the appropriate Dawning upgrades to focus the weapon. You must unlock the Giftwrap Exchange Ticket upgrade to turn them in for Festive Engrams, and the Limited Exchange Ticket upgrade to focus the weapon. This weapon can only be obtained during the Dawning event, so get it while you can.
You can unlock multiple trait selections on this weapon by getting the Perky Presents and Perkier Presents Dawning upgrades.

The Stay Frosty has a very unique Stasis synergy roll that is worth looking at for PvE. As of its introduction, it is the only pulse rifle that can roll with this specific combination and while it won’t be breaking any encounters, it will still be a good one to pick up. Its barrel and magazine are going to be pretty standard fare for most primary weapons. Take Arrowhead Brake for the recoil direction and handling improvement and Appended Mag for the extra bullets in the magazine. Dawning Surprise is also a great origin trait on primary weapon for the gifts they drop which heal you and grant ability energy.
There aren’t very many Stasis pulse rifles in Destiny 2 and Stay Frosty is the only one as of Episode Revenant that can roll with the combination of Rimestealer and Headstone. These two traits were made fore each other as killing an enemy with a precision shot will create a stasis crystal and then you can destroy said crystal to get yourself a stack of Frost Armor. You get 2 stacks if the perk is enhanced. Overall this roll is a unique and powerful addition to have in your vault for those times when you need to build into Stasis and defense.

The best perks for the Stay Frosty PvP God Roll are Hammer-Forged Rifling, Ricochet Rounds, Lone Wolf, and Kill Clip. These provide important stats, utility, and damage for the weapon.

PvP Breakdown
Lightweight frame pulse rifles like the Stay Frosty have gotten several buffs, making them much better in PvP than they used to be. They also passively grant a mobility bonus and have a really high Aim Assistance stat. Make sure you take traits like Hammer-forged Rifling and Accurized Rounds to bump the range of the weapon up as much as you can. Kill Clip can lower the Time-to-Kill of this pulse rifle down to a very easy to hit .53 seconds even if you miss a single head shot. Headseeker is also a powerful perk to get but the TTK increase from Kill Clip is just too good to not recommend. It also pairs really well with Omolon Fluid Dynamics as every time you activate Kill Clip you also reset the origin trait.
The Stay Frosty is one of the better PvP pulse rifles in the game and this particular iteration of it is even better than previous ones. Make sure you grab a good one before the Dawning event ends.
