You unlock the Propulsion spell in Diablo 4 by completing the To Walk Where Spirits Tread quest in the game. This quest is part of the Season 9 questline involving Bryona. You begin this quest by talking to Bryona in Cerrigar, who informs you of the threat of Nafain lurking in the shadows. To deal with this threat, you then have to go to the Rite of Sacrifice.
Moreover, you have to interact with the Rite of Sacrifice, which will then spawn enemies. Kill the enemies, and the Rite of Resolve will be your next location. After you’re done with this, you then have to go to the Oaken Cavern. You’ll have to face off against a ton of enemies, as well as the Blinding Annihilator. Once you’ve beaten all of these foes, head back to Cerrigar and talk to Bryona to complete the quest. You will then unlock the Propulsion spell.
