Staffs are one of the most useful groups of items in Oblivion. Since they allow you to cast spells without using Magicka, they can be used with any type of build. One such staff is the Staff of Flame, which inflicts fire damage on an enemy.
As fire damage is one of the best forms of damage in the game, having a method of dealing consistent fire damage is always useful. Here is how you can get the Staff of Fire in Oblivion Remastered and what it does.

How To Get the Staff of Flame in Oblivion Remastered
You can get this staff near the end of the Where Spirits Have Lease quest. The starting location for this quest is in Anvil. To start this quest, you will have to talk to Velwyn Benirus in the Count’s Arms. Buy his manor from him for 5000 gold and then head there for the next part of the quest.
At Benirus Manor, go to your bedroom and sleep for one hour or longer. At this point, you will be rudely interrupted by a trio of ghosts. Once you have finished “exorcising” these phantoms, head to the room at the entrance of the Manor. Here, you will find a bony hand and a scrap from Lorgren’s diary.
After this, you will have to find Velwyn again. However, he is no longer at the Count’s Arms. Instead, he is at the King and Queen Tavern in the Imperial City. Once you talk to him, he will return to the Count’s Arms. At this point, when you talk to him again, he will lead you to the manor.
Follow Velwyn to the secret door in the basement of the manor while killing all the ghosts in your way. In the secret room, return the bony hand to Lorgren’s skeleton on the altar. After this, once you defeat Lorgren’s spirit, the Staff of Fire will be next to his body.
Console Commands
An alternative way of getting the Staff of Flame is through console commands. The command needed to get the Staff of Flame is:

The Staff of Flame is an enchanted staff that can inflict 40 points of fire damage to enemies. Once it runs out of uses, it can be recharged with soul gems.
