How to Get Councilor’s Shoes in Avowed?
To get the Councilor’s Shoes in Avowed you must play through the main story quest in the fourth region of Galawain’s Tusks called Our Dreams Divide Us Still. This quest will lead you to Solace Keep where you will meet Councilor Kostya and Komendant Mihala. Rising lava is threatening the keep and Kostya has been sent to release the sluice gates to save the city. However, when Mihala hasn’t heard from him, she asks you to go into the Lave Tubes to check on his progress.
As you follow the quest markers down past the Forge, head inside the Lava Tubes. At the end, you will discover Kostya is at the sluice gates but is not going to open them. This will doom Solace Keep, but Kostya makes his arguments as to why he wishes to do this.
If you want the Councilor’s Shoes, however, you must side against Kostya and fight him. After killing Kostya, you can loot the Councilor’s Shoes from his body and turn the sluice gates to save Solace Keep.
How to Use Councilor’s Shoes in Avowed?
The best way to use the Councilor’s Shoes in Avowed is by equipping them to a Ranger or other Dexterity-based build. The bonuses on this set of footwear are the best you can find for Rangers in the end-game of Avowed. The base bonus that increases your maximum Essence pool is fairly straightforward.
Additionally, you will also get an increase to your Dexterity attribute by an additional 2 points. Finally, the +25% boost to the reach of your Dodge Distance is great for adding to your mobility and creating space between you and an enemy.
