Urvalnau is a bounty target and you will need to defeat it and all of the skeleton minions nearby before you can claim the amulet.
After you have defeated the bear, look around the dark areas at the back of the cave to find the corpse of a Dwarf. Loot the body to claim the Cartographer’s Companion.
