There are multiple ways to interrogate an enemy in Metal Gear Solid Delta Snake Eater. But you always need an upper hand on foes to interrogate them. First is through CQC. Snake can sneak behind an enemy without being detected and put them in a chokehold. Use your active camouflage and the environment to get within grabbing distance.
Once you are close enough, press and hold the CQC button to grab the soldier. If you press the interrogate key, Snake will ask the soldier to spill out intel.
