Even six generations after it made its debut in the series, Kyogre remains a force to be reckoned with. While it has lost some of its lustre, it still holds up well enough for Nick Navarre to use it on his 2025 Pokemon VGC World Championships team. Considering he made the Top 16 with his Kyogre, its worth taking a look at his build and see how to use it in the current VGC meta.
What Is the Build of Nick Navarre’s Kyogre?

Arguably, the main reason Kyogre has remained relevant is thanks to its gargantuan Special Attack stat of 150. This is the sixth-highest Special Attack out of all the Pokemon available in the Generation IX Pokedex. What makes this even more impressive is that Kyogre has amazing bulk as well, especially on the special side. Its defenses are 100/90/140, letting it take most neutral special hits with ease. Combined with a pure Water-typing that leaves it with only two weaknesses (Electric and Grass), this Pokemon’s appeal becomes quite apparent.
Nick chose to lean into Kyogre’s Water-typing by giving it a Mystic Water to hold. A Mystic Water gives all Water-type moves used by the holder a 20% damage boost. Combined with STAB and the boost provided by the rain set up by Kyogre’s ability Drizzle, even Pokemon that resisted Water-type moves would struggle against Kyogre’s onslaught. Finally, in case he was faced against Electric and Grass-types without any means to switch out, he could defensively Terastallize his Kyogre into a Grass-type. This also lets it ignore Spore and Rage Powder.
Moves Used by Nick Navarre’s Kyogre
Nick went with three Water-type moves, each with a unique purpose. Water Spout is a move that deals more damage based on the amount of HP Kyogre has, i.e., if Kyogre is at full HP, Water Spout hits the hardest. As for the times Kyogre has taken damage, he chose two options in Origin Pulse and Hydro Pump. The former is a spread move that hits both targets, while the latter is a single-target move. Finally, he has Protect to prevent an opposing Fake Out from cutting into Kyogre’s HP and lowering Water Spout’s damage output.
Which Pokemon is Kyogre Good Against?
All the Fire-types in the Regulation I meta have to be wary of Kyogre. This includes Incineroar, Chi-Yu, Ho-oh, Volcarona, and Tera-Fire Koraidon. The last one is noteworthy as its sun gets cancelled out by Kyogre’s Drizzle, as does Groudon’s. Rock and Ground-types have to be wary of Kyogre’s Water STABs too.
Common Partners for Kyogre

- Redirection support: Pokemon using Follow Me or Rage Powder, like Amoonguss, Ogerpon Hearthflame, or Smeargle, to prevent Kyogre from taking attacks, let it spam Water Spout more frequently.
- Calyrex Ice Rider: As Kyogre’s base 90 Speed is a bit low for a Restricted Legendary, Calyrex Ice Rider can set up Trick Room for it. In return, Kyogre deals with the Fire-types that give Calyrex trouble.
