To get the Slicing Shortsword in BG3 you must find the bugbear merchant Lann Tarv on the main floor of Moonrise Towers in Act 2 of Baldur’s Gate 3. You can do this by traveling with the Absolute Convoy, which you find by reaching the Shadow Cursed Lands from the Mountain Pass.
