How To Unlock Jane Lucero in Schedule 1

You unlock Jane Lucero by reaching the Enforcer 1 rank in the game. This rank helps you get access to the Docks, where you can then meet Melissa Wood. Melissa Wood is a contact of Jane’s, meaning you need to build your relationship with Melissa to unlock Jane Lucero.
Offer Melissa a sample and win her over, and follow this with a few successive deals to build your relationship. Once your relationship passes a certain threshold, Melissa will give you access to Jane Lucero.
Once you have access to Jane, you can visit her on the southwestern corner of the map. Jane will be in her RV. Talk to Jane and pay a $3000 signing fee to hire her as your dealer. Take note that she takes a 20 percent cut of the total earnings.
