Permanent Retirement is a contract offered by the Dark Brotherhood that sees you assassinating Adamus Phillida, a retired Imperial Legion Officer who stood up to the brotherhood. How To Complete Permanent Retirement in Oblivion Remastered

You begin the quest by talking to Ocheeva, who informs you of a contract sanctioned by the Black Hand. The target is Adamus Phillida, a retired Imperial Legion officer who spent years killing members of the brotherhood. With Phillida now retired and living in Leyawiin, the brotherhood wants you to kill him.
Accept the contract, and Ocheeva will give you the Rose of Sithis. You must use this enchanted arrow when the target takes off his armor. Head to Leyawiin and make your way to the castle gates. Phillida will be bathing near a lake beside a castle around 5 PM. Take cover near the buildings beside the lake and kill Phillida with the arrow.
Swim over and loot his body to retrieve the Finger of Adamus Phillida and other items. To send a warning to Imperial Legion Officers, the brotherhood wants you to plant the finger inside the Imperial Legion office. This will ensure that no officer ever dares to follow in the footsteps of Phillida.
Head to the Imperial City Prison after 1 AM and sneak into the Imperial Legion Offices. Enter the office and lockpick the desk in front of you. Open the drawer and place the finger inside to complete the objective. Head back to Ocheeva to complete the Permanent Retirement quest.
