There is no scavenger hunt involved for the Fiend-Felling Pendant; however, you will need to spend some of your hard-earned Red Mercury. You can buy the item from Tao Qing, but he will need you to present the Jade Cicada first. It is a valuable item that can be obtained after you defeat Lo Honglui at the Shu Sanctum.

After you have the item, return to the merchant and present the Jade Cicada. You can then purchase the Fiend-Felling Pendant for 3,000 Red Mercury. It may be an expensive piece of gear, but it can benefit your build as you progress through the story.
