The Shiro the Swindler bounty is a special quest found in the Ishikari Plain region. It comes directly from Kojiro, the Bounty Broker, after you have completed a few regular bounties in the same region.
Shiro is known across the land as a cunning thief armed with a musket. Before the mission becomes available, you must complete at least three or four Ishikari Plain bounties, such as Mad Goro, Toshi the Torch, Turtle Man Kamekichi, or Bloody Strings Hachibee. Once those are done, Kojiro will personally offer you this contract.

How To find Shiro the Swindler Bounty in Ghost of Yotei

Once you get the bounty from Kojiro, head toward Yokai’s Nest in the northern part of Ishikari Plain. Cross the Rumoi River and move north until you reach Jigoku Fortress on the western coast of the area.
The fortress is heavily guarded, with musketeers stationed along the walls. The front gate is locked, so you will need to look for another way in. From the gate, take the path to the right and follow the cliffs. After a short distance, you will find an abandoned campsite near the edge.
Inspect the campsite carefully. You will find two clues there: a straw mat and gunpowder residue. Examine both, and a short cutscene will trigger. Another bounty hunter tries to sneak up behind Atsu, but before he strikes, a gunshot rings out. The attacker drops dead instantly. That is when Shiro makes his entrance, musket in hand.
Instead of fighting you right away, Shiro proposes a deal. He wants to work together to raid the Oni Raiders treasury hidden inside Jigoku Fortress and promise to split the loot evenly. If you accept his offer, the quest continues as The Great Jigoku Gambit.
Shiro will lead you up a narrow cliff path on the east side of the fortress. Look for a destructible wall marked with a red and white ribbon. You cannot break it alone. Use your grappling hook (kaginawa) with Shiro’s help. Aim at the marked spot, press R2 and L2, and pull down to bring the wall down. This becomes your secret entrance into Jigoku Fortress.
Once inside, prepare for combat. You will face multiple waves of Oni Raiders in different sections of the fortress.
Battle With Commander Kudo

Commander Kudo will step in for a duel after you clear the fortress exterior and defeat several enemy waves. He is fast, aggressive, and punishes even small mistakes. To win, you must play defensively and rely on perfect parries rather than rushing in to attack.
Kudo uses three types of glint signals that indicate the kind of move he is about to make:
- Blue glint attacks should be parried.
- Red glint attacks cannot be parried or blocked, so dodge them quickly.
- Yellow glint attacks are disarm attempts that you can counter by holding Triangle and releasing it at the right moment.
The timing window for perfect parries is small. You need to block just before his weapon connects, not after the glint appears. Each successful parry will briefly slow time so that you can counterattack safely. It also fills up your Spirit meter, which you can use for healing or special moves.
Keep an eye on your surroundings too. The northern cold affects your health during the fight. If you have the shoulder charge ability unlocked, use it to interrupt his heavy swings. Stick to your katana for better precision and balance.
What Rewards Do You Get From Shiro the Swindler Bounty in Ghost of Yotei?
Once Commander Kudo falls, a short cutscene follows. You will realize Shiro has disappeared with the entire fortress treasure. While you were busy fighting, he quietly took everything.
He leaves behind two things: his own Sly Thief Mask and 1,500 Mon (coins). Completing this bounty also liberates Jigoku Fortress, making it accessible for future exploration.
