You can purchase the Circlet of Blasting from a vendor named Blurg who can be found in the Myconid Colony in the Underdark. The easiest way to get to the Underdark is to use the Well found in the Blighted Village, but at least one of your characters will need to pass a DC10 Intelligence check in order to be able to discover the well. Once down inside there will be lots of spider enemies, in addition to a Phase Spider Matriach you can choose to fight.

Head west over to find the Whispering Depth waypoint. Near there should be a open chasm. Cast Feather Fall or consume a Feather Fall potion BEFORE jumping in. This will land you safely in the Underdark. Head northwest and you should find the Myconid Colony.
