The Boots of Psionic Movement are a Githyanki specific gear piece, which you can get while searching for the Emperor’s past in Baldur’s Gate 3 (BG3).
Boots of Psionic Movement
In Baldur’s Gate 3 the Boots of Psionic Movement have bonuses which are exclusively tailored to the Githyanki race, and are especially great for Githyanki Ranger builds. The main bonus on these boots is called Flying Strike. When a Githyanki casts the Fly spell, their next melee weapon attack deals an additionally 1-4 Psychic damage.
Additionally, the Boots of Psionic Movement also grant the wearer a unique spell. Githborn: Flying Boots is a Level 3 Transmutation spell and you can cast it once per Long Rest. Furthermore, it’s classified as a Bonus Action. Therefore, a Githyanki wearing these boots could cast this spell at the start of their turn and move to whatever position grants the most Advantage. Then once you’ve found your position, the first melee attack you make will cause the extra Psychic damage.

How to Get Boots of Psionic Movement in Baldur’s Gate 3
In order to get the Boots of Psionic Movement in Baldur’s Gate 3 you must progress through the game until Act 3, enter the titular City of Baldur’s Gate, and discover the Knights of the Shield Hideout below the Elfsong Tavern. You can easily find the Elfsong Tavern just west of the Basilisk Gate waypoint, just past the Stormshore Tabernacle.
From the front entrance you’ll want to walk all the way into the back kitchen area. On the west side you will find some stairs leading down into a basement door. You have to highlight and click on the Wooden Stairs in order to go down into the basement. Trying to click directly on the door won’t work.
Once you’re in the basement you’ll find numerous rats to fight. Despite their numbers this shouldn’t be too difficult. Next in our search for the Boots of Psionic Movement, you’ll want to go to the left/west to find a smaller room lined with wine racks. Towards the back, near a hole on the right side you will hopefully find a Button that should pop up with a successful Perception check. Press it and through the hole in the wall you should see the door to a wine barrel swing open. Head inside, and you’ll find another door at the bottom of some stairs. This will take you directly into the Knights of the Shield Hideout.

Inside you will find a group of Githyanki. Try to sneak up in Stealth to gain a bit of Advantage for this fight, if you can. Try to take out the casters opening portals for new Githyanki to come through. Otherwise, this fight can be frustrating.
When you’ve won, look for the body of a Githyanki named Ch’r’ai Har’rak. He will have the Boots of Psionic Movement!
