As you go through the Shu Sanctum, you can explore every nook and cranny to find better gear. Before you can head in, you can spot a small child with a Ceramic Jar stuck on its head to start another side quest; however, you can head up the stairs to enter the sanctum immediately. Find the lady in the Bamboo Courtyard who will give you a special item called the Courtyard Key.
To find the Dirty Militia Clothes, explore one of the houses and find a locked door. This is where the Courtyard Key comes into play, and it can open the door. Behind the door is the remains of a dead soldier. Approach the body and loot the chest armor off their body.
