Furthermore, you don’t have to obtain every single fragment of the relic to unlock and use these passives. However, you do have to find the base piece of the totem before you start to assemble and use the totem.
There is a small rock formation in your camp where you can place your totem. There are four unique totems for four different gods you can collect and assemble. However, you can only have one totem and its passives active at a time.

The Golden Scale of Order fragment for the totem of Woedica in Avowed is easy to find, and you can reach it quickly after you first land on the docks outside of Claviger’s Landing. After being greeted by the welcoming ‘committee’ for the Envoy, when you are free to move around head to the west and find the Lighthouse.
You can climb to the top of the Lighthouse by using a combination of ladders, jumping wooden platforms, and some stairs. The Golden Plaque of Promises is very hard to miss. You should see it highlighted in gold as you make your way up some stone stairs.
How to Find Golden Scale of Order Fragment of Woedica Totem
The Golden Scale of Order fragment for the totem of Woedica in Avowed can be found at the Pargrun Cache ruins north of Paradis and east of The Strangleroot. If you’ve already completed the Message from Afar main quest that sent you to The Strangleroot, then the best way to get to the Pargrun Cache is to fast travel to either The Strangleroot beacon or the Overgrown Expanse Party Camp.
Then, head east across the bridge, and the Pargrun Cache will be right nearby. Keep an eye out for phantom and skeleton enemies, but these are low-level and shouldn’t give you too much trouble. The Golden Scale of Order can be found lying inside the middle of a nest.
How to Find Golden Scale of Justice Fragment of Woedica Totem
The Golden Scale of Justice fragment for the totem of Woedica in Avowed can be found in the city of Paradis just west of the Apothecary’s Shop. You cannot directly enter the room the Scale of Justice is in because the door is barred from the outside. Therefore, you just climb up on the roofs west of the Apothecary and make your way across platforms and balconies. The specific balcony you are looking for will have an easel and canvas set up where someone was painting.
Next, head inside the room and you’ll find some spider webs to burn down. Then climb down the ladder and face several waves of enemy phantoms. Again, these are low-level enemies and shouldn’t prove too much trouble for you. Finally, the Golden Scale of Justice will be glittering among some bright mushrooms and fallen books.

The Golden Flames fragment for the totem of Woedica in Avowed can be found on a large island to the southeast called Castol’s Folly. There are a lot of enemy smugglers on this island, and unless you are playing on easy it is best not to go underleveled.
To reach the Golden Flames piece you’ll need to climb ledges and platforms and jump around to reach new places. It’s sitting out in the open, so once you reach it, you should see it pretty easily. It sits on the edge of a cliff on the northeastern part of the map.

The Broken Crown Jewel fragment for the totem of Woedica in Avowed can be found inside Sanza’s Emporium shop in Paradis Hightown. The shop can easily be found on the southeast corner of High Market, around to the right.

Sanza will comment on you not being allowed back here, but there is no penalty for going in. Straight ahead you’ll see his desk, and on the right-hand side, you will see the Broken Crown Jewel piece.

The Scales of the Oathbinder base fragment for the totem of Woedica in Avowed can be found at the Shrine of Woedica to the northeast of Paradis. This is an open-air shrine, and quite easy to find just by going north of The Rise Party Camp. The place appears to be occupied by a group of guards, but they are friendly and you can move around freely.
Head up the stairs to find the central altar and the Scales of the Oathbinder totem base will be right front and center. You can take it without getting into any trouble from the guards, so this piece is pretty easy.
