You buy Destruction spells from the various Spell Merchants scattered across the city. Approach any of these merchants and talk to them. Select the “Purchase Spells” option below the dialogue options toward the bottom left corner of your screen. This will bring up a list of spells to choose from. Select the Destruction spells you wish to purchase and confirm your purchase to buy the spells. Each of the spells has an assigned cost, but feel free to haggle with the vendors to drop the price further.
