Based on the capability of the hunters, they are ranked from E to S, with E being the weakest and S being the strongest. However, there is one higher level that very few are part of. The National Level Hunters are five S-Rank Hunters who are unanimously believed by every nation to be the pinnacle of strength. The title was created after the discovery of the first S-Rank Gate, which contained the dangerous Kamish.
While several hunters went in to defeat the powerful dragon, all but five of them died. These particular hunters worked together to take down the monster and were awarded an honor much higher than that of an S-Rank.
The qualification for one to become a National Level Hunter is the ability to clear an S-Rank Gate. Goto Ryuji was attempting to do this but eventually fell to the Ant King. The secret behind the strength of the National Level Hunters is that they carry the powers of the Rulers.

- Christopher Reed – The second strongest American hunter after Thomas Andre. Reed can transform into a humanoid monster through spiritual body manifestation, gaining enough power to defeat multiple S-Rank Hunters.
- Siddharth Bachchan – The strongest Indian hunter, known for his ambitious nature, but his abilities are unknown.
- Antoine Martinez – Known as the “Unnamed Healer” in Solo Leveling, this mysterious figure’s name is finally revealed in Solo Leveling: Ragnarok. He is the only one who doesn’t have the Ruler’s powers, making his abilities even more impressive.
The above five hunters are listed from first to fifth in terms of their world rankings. It is also worth mentioning that Sung Jinwoo’s son, Sung Suho, becomes a National Level Hunter in Solo Leveling: Ragnarok.
The National Level Hunters’ Role in Solo Leveling
The National Level Hunters are revered and feared across every nation. Their mere appearance sends countless people into chaos, hoping not to offend them. In addition to being the main military force in the series, crucial to their respective countries’ power, the National Level Hunters play an important role in the final confrontation against the Monarchs.
While Siddharth Bachchan and Antoine Martinez remained an enigma till the very end, the other three played crucial parts. The attack of the Monarchs began with Christopher Reed’s death at the hands of Tarnak, Rakan, and Querehsha.
Thomas Andre and Liu Zhigang were more active in the final fight, surviving the conflict as well. Andre, in particular, had a devastating battle against Rakan, though he was eventually overpowered. He later joined Jinwoo’s shadows in the fight against Tarnak, defeating the Monarch along with Bellion and Beru.
Zhigang continued showing impressive strength, killing multiple powerful monsters while Jinwoo was fighting Antares. Both he and Andre continued their efforts until Jinwoo used the Cup of Reincarnation and reset the timeline.
Is Sung Jinwoo a National Level Hunter?
As the strongest character in Solo Leveling, there is no doubt that Sung Jinwoo is more powerful than all other National Level Hunters. However, he is never officially recognized by the title due to the rapidly escalating threats in the world.
Jinwoo was unofficially considered Korea’s strongest hunter ever since he cleared the Jeju Island Gate. His position only strengthened after brutally defeating Thomas Andre. Nevertheless, due to the air of secrecy around Jinwoo and his powers, there was never a proper procession to make him a National Level Hunter.
Sung Jinwoo is also not a man who chases after glory since his goals aren’t restricted to this world. Rather, his eyes have always been on the Monarchs, preparing for the impending crisis.
Additionally, Cha Hae-In is also noted to be as powerful as a National Level Hunter in Solo Leveling: Ragnarok. Like her husband, she is never officially given the title but proves herself by defeating an Apostle on her own.

Excluding Sung Suho, the successor of the Shadow Monarch who becomes a National Level Hunter in Solo Leveling: Ragnarok, Thomas Andre is the strongest National Level Hunter.
He is the only one among this group to have faced Sung Jinwoo personally, putting up a valiant fight before getting defeated. Following this, Andre becomes a close friend of the protagonist and greatly contributes during the Monarchs War arc.
His aggressive personality, pride during battle, and enhanced physicality have placed him at the top of the world rankings. As a result, apart from a few entities with celestial powers in Solo Leveling, this hunter can outmatch everyone.
