The stakes in the manga were through the roof because All For One and Shigaraki were formidable opponents with some of the most powerful Quirks in their arsenal.

As per the protocol, she has clearance to engage only when the United Nations finalizes on providing international aid.
However, she chose to ignore orders and take on the enemy. She was quite close to All Might and she was ready to put her life on the line in order to save Japan. Those who are familiar with the manga will know that Cathleen Bate resolved to become a hero at a very young age. Cathleen and her family were travelling when she was a young child. On that fateful day in Santa Monica Pier, they were caught in the crossfires of a fight that took place between a hero and a villain. However, she and her family were saved by a Japanese exchange student. That interaction changed the course of her life, because that student inspired her to become a hero. The exchange student was none other than Toshinori Yagi, otherwise known as All Might.
He was a hero who always showed up with a smile and saved people irrespective of how dire a situation was. All Might is the reason why Cathleen decided to become a hero. Cathleen underwent military training and rose through the ranks. She spent years cultivating the strength in the hopes of reaching All Might’s level. While she has bouts of insecurity from time to time, she was the strongest hero in the US. Her Quirk and her physical abilities put her on the top spot.
Star and Stripe’s Quirk and Other Abilities
Star and Stripe’s Quirk is called New Order. This allows Cathleen to impart rules to the environment she is in. First, she would need to make contact with the person/object and call their name out loud. Following this, she has to speak about the rule she wishes to impose. This allows her to enhance her own abilities as well as modify the abilities of her opponent. She can dictate the terms of the battle, making it an exceptionally powerful Quirk to have. Unfortunately, Star and Stripe dies in the anime and manga series. She is killed shortly after her loss in the battle against Shigaraki Tomura. After he killed her, Tomura stole her Quirk. However, she imposed a rule that her Quirk would revolt against other Quirks. Just when Shigaraki was about to use New Order, he started exploding from the inside. In the vestige world, Star and Stripe started destroying all the existing Quirks that Tomura had stolen. She even destroyed the Reflect Quirk.
