You can find Captain Sims inside the village of Wyndham. He usually walks around two specific locations. He can be standing around his desk on the stage. The other location would be the green, milling around the bandstand.

The soldiers will then direct you to Wyndham village, where he can be found. On your first encounter, he is seen giving a speech at the bandstand.
