He defeated Garou subsequently. The former Hero Hunter realized his mistakes, and he taught the Caped Baldy his secret technique: Time Travel. This led to Saitama going back in time and defeating Garou before the nuclear radiation killed the heroes present there.

He was able to teleport and fight at blistering speeds. He was far superior to every antagonist that was introduced in the series.
