Coldbrim Hat is in the locked chest on the second floor of Moonrise Towers in Balthazar’s Chambers, and you can get it during Act 2, Baldur’s Gate 3. First, progress until you reach Act 2 and ensure you are ready to head to Moonrise Towers and visit Last Light Inn before heading there.
