Whenever you establish a new settlement in Civilization 7, it becomes a growing town. Until the population of such a town reaches 7, all of its production turns to gold. After Population 7, the settlement turns into a town from a growing turn, and the gold production stops. So, it would make sense to keep the population under check and keep them as growing towns for as long as possible or until you are ready to transform them into cities.

Treasure Fleets are a guaranteed and simple way of earning gold in Civilization 7. When you build and deploy these specialized ships, they will be able to offload 150 gold after every 12 turns. However, you have to meet certain conditions for this to happen. After the 12 turns, the Treasure Fleet ship has to be within the borders of a homeland coastal settlement. So, the ship has to be within the borders of any of your coastal settlements built on the continent where the game begins.
