The ability to form Aloha Links is introduced during your second visit to the Revolve Bar in Chapter 2. Keep progressing through the story till you get called and Kei shows you the Aloha Links app on your phone. This social media app allows you to befriend people around Honolulu and gain rewards after making a certain number of friends.

You can access the Aloha Links app by opening Menu, selecting Smartphone, and then clicking on the blue hand icon. Here, you can track all the NPCs you have befriended and read details about them. Any NPCs that you befriend will have a green face icon on top of them. Additionally, any NPCs that are yet to be befriended have a grey face icon on top of them.

Any NPC that you befriend also has a green gauge beneath the face icon. Keep interacting with the befriended NPCs and you can turn them into buddies once the gauge is full. This can earn you many rewards and also help you connect more with the world of Pirate Yakuza in Hawaii.
