Looking for a promotion in the Thieves Guild? You can get one by completing the Untaxing the Poor Quest in Oblivion Remastered.
In Oblivion Remastered, you get to access several factions. One such guild known for its stealth is the Thieves Guild. In addition to the different gameplay, the Thieves Guild has some specific quests. The first mission of the Thieves Guild storyline is Untaxing the Poor, which features a robbery of some tax records of the Imperial District.

How To Start the Untaxing the Poor Quest in Oblivion Remastered
As mentioned above, the Untaxing the Poor Quest is attached to the Thieves Guild. Therefore, it is predictable that the quest must be related to some theft. It is important to fence goods worth 50 Gold to begin the quest. To start the Untaxing the Poor quest, travel to the Imperial City Waterfront.
Once there, locate and talk to Armand Christophe. He is the same person that you encountered when joining the Thieves Guild. After talking to Armand, you will receive the task of stealing Waterfront tax records from the head of the guards, Hieronymus Lex.

How To Complete the Untaxing the Poor Quest in Oblivion Remastered
To begin the hunt for the tax records, travel to the South Watchtower in the Imperial City Arboretum. Enter the wooden door to access the lower floor. However, arrive at night or use a special spell to avoid being noticed by the guards.
Next, climb the ladder on the wall to reach the barracks. From there, locate and use another ladder to access Hieronymus Lex’s room. Once inside, find the desk beside the bed and use lockpicks to unlock it. Now, collect tax records from it.
With the tax records in hand, return to Armand. Hand them over to complete the quest and receive gold as a reward. Additionally, you will get promoted to the Footpad rank in the Thieves Guild.
