He was one of a kind at his peak but now remains a mystery as the World Government constantly works to keep him a secret from the rest of the world.

We have not yet been informed about the true origin of Rocks D. Xebec in the series. Unlike other major characters whose backgrounds we know, Oda has given very little information about Rocks, his upbringing, or how he initially gained popularity. He is still a big mystery to us and other characters in the series. 

Rocks D. Xebec was the captain of the Rocks Pirates. Regardless of this background being a secret, we do know that he was one of the most noteworthy, strongest pirates of his era ever to sail the seas. They were an infamous group, which caused an uproar wherever they went. Even the World Government was scared of them, as his crew was destructive and fearsome. 

Rocks aimed to challenge the Celestial Dragons themselves, making him a direct threat to the entire structure of the world. He was different from other pirates, as he craved absolute power more than anything. It was his dream to conquer the world, overthrow everyone, and rule over the world.

After being long gone, his legacy is still evident in the modern world, particularly in the powerful individuals who once sailed under his flag and are now very successful pirates.

It is said that this crew was unlike any other pirate crew in the world. It was full of powerful individuals who did not have a traditional type of bond with each other. Their bond was unique, as each member joined solely out of complete support for their captain’s dream. They were a volatile and chaotic group, but when it came to fighting someone for their captain, they became one unit. 

Rock D. Xebec was very influential as infighting was shown to be a common event in their deck, and if he was not a strong leader, it would have been next to impossible to keep them together. Despite their dysfunction, the Rocks Pirates were an unstoppable force, engaging in acts of terror and destruction that alarmed the World Government to an unprecedented degree. Their notoriety led to the historic event that would ultimately bring about their downfall—the God Valley Incident.

This happened 38 years before the current storyline. The God Valley Incident marked the Rock Pirates’ rise to infamy. Gol D. Roger and the Marines formed an unlikely alliance to stop the Rock Pirates. The crew had attacked the Celestial Dragons living in God Valley. It was not to take their treasure or an act of rebellion. They wanted to overthrow Celestial Dragons and end their reign of power. They aimed to challenge the very foundation of power, and if Rocks had succeeded, the entire structure of the world could have been altered.

The act of attacking against Celestial Dragon was so unprecedented that Marines decided to ally with pirates. Especially with the threat they posed to the world, even Rogers chose to join the Marines for his own benefit. Together, Marines and Roger defeated the Rock Pirates, scattering the crew, while God Valley mysteriously vanished from the map.

The details of Rocks’ downfall remain unknown, but Garp’s bravery in battle earned him the title “Hero of the Marines.” Fearing Rocks’ ideology, the World Government erased him from history, ensuring that few knew of his existence.

Rocks D. Xebec’s Ideology and Ambitions

Rocks as an individual was very different. He never went after adventures or acquiring treasures; his ambitions were above all of this. What he wanted was to become the most powerful person in the world. It seemed like he was less of a pirate and more of a revolutionary icon. 

Unlike Gol D. Roger, who sought freedom and adventure, or Whitebeard, who valued family over treasure hunting, Rocks was driven by an undying desire for control. He did not simply want to go against the Celestial Dragons—he wanted to replace them. This put him in direct opposition to the World Government, making him one of the greatest threats they had ever faced.

Connection to Other Major Figures

Despite completely wiping him out from history, authorities could not erase Rocks D. Xebec’s ideology. As his influence could still be seen in the current timeline. He connects to some of the most powerful figures in One Piece, suggesting that they might have erased him, but his ideals may still live on.

Monkey D. Garp – The man who was responsible for defeating Rocks.  Garp’s actions at God Valley remain one of his greatest achievements. However, in some ways, he does not reject Rocks’ ideology, as he understands the true nature of the World Government.

Gol D. Roger – While the exact nature of their rivalry remains unclear, Roger’s willingness to ally with Garp against Rocks proves that he saw him as a serious threat.

Blackbeard (Marshall D. Teach) – Many fans debate that Blackbeard carries on Rocks’ legacy, both in ideology and ambition. Teach’s mysterious nature, his choice to name his ship the Saber of Xebec, and his relentless pursuit of absolute power hint at a possible connection.

Kaido and Big Mom – Former members of the Rocks Pirates, both Kaido and Big Mom, went on to become Emperors of the Sea, though their ambitions never quite reached the same scale as Rocks. Their hunger for power shines, and this is expected of them as they were part of his crew. It is like they are following the captains’ footsteps. 

Conclusion

Rock D. Xebec remains a huge mystery in the series. The people who hold absolute power currently (Five Elders and Imu) have erased him, but they were unable to erase his ideology. Somewhere he was more influential than Roger. Fans hope that Luffy can take over his ideology and overthrow the corrupt Celestial Dragons and force the current world to find better leaders.
