There are various skills to increase your Speech under specific conditions. Some of these are:
Silver Tongue: This skill gives you +4 Speech while you are haggling. Minimum Speech Level: 6
Local Hero: Gives you +2 Speech if you are in an area where you have a good reputation (60 or above). Minimum Level: 10
