Sam will strap various kinds of cargo to his back and then walk or run to the different facilities across the map to deliver the goods. While the latest game is much more action- oriented than the last entry, it will still force you to spend a majority of your time making such deliveries. What Is the Bulk Delivery Penalty in Death Stranding 2?

In Death Stranding 2, you’ll deliver lost and other forms of cargo to the separate facilities across the maps. In each facility, you’ll meet a Prepper or point of contact. When you deliver cargo in good condition, you’ll earn Likes from these Preppers and improve your connection level with that facility. The game represents each of these levels with a star. So, you’ll get the first star when you’re at connection level 1 with a facility.
Seeing as how the system rewards cargo deliveries, some players decided to hold off on delivering one or two pieces of cargo to the facilities. Instead, they tried to deliver the cargo in bulk to earn the maximum connection by visiting any facility just once. However, the game seems to have a system in place that doesn’t allow you to do that. So, regardless of the quantity of cargo you deliver to a facility, you cannot unlock more than a one-star level increase after a trip.
For instance, if you had a level 2 connection with a facility and you delivered cargo in bulk to the location, you’d still only reach level 3. The game doesn’t allow you to get to connection level 4 or more just because you hauled more cargo all at once.

What Could Be the Purpose for the Bulk Delivery Penalty?
The point of the unique gameplay mechanic of hauling cargo to different facilities is to establish connections. While you can connect many facilities to the Chiral Network on your first visit, it’s likely that Hideo Kojima wanted players to establish a bond with each Prepper. Without a bulk delivery penalty in place, players can easily max out connection levels with a base in just a couple of visits.
However, with the penalty system, you are forced to make numerous trips to each facility if you intend to get to the max connection levels and unlock all Prepper rewards. So, even though the penalty slows the pace of the game considerably, it helps establish the core principle of Death Stranding’s world – forming human connections.
